If someone calls me and I am busy I simply let it go to voice mail. That is what it is there for after all. To take calls when I can't. with my phone if I don't want to be bothered with a call I turn off the ringer. On skype I simply set myself to do not disturbed. Oh and without calling you or sending you a chat how are they going to get your consent? If these are people who are not on your contact list set your privacy options up to only accept calls from people in your contact list. Seems simple to me.
