I know zeta / pacific is putting in a penrith pop in the bottom of pcc
(where i work)
it will have a 2mbit link between the 80 or so lines in atm. Currently
the have a temp link which was diverted from quakers hill, and will (im
told) but updated to the 2mbit fibre.
Its pretty quick at work (theey transfered us from 128k isdn to just
plugging into the router for that link) but i dont think we can leech
that much to affect everyones performance.

When i was talking to the pacific guy who installed it he mentioned that
pacific owns alot of isps, which as you would expect, all use different
mechanisms for auth etc. which he said they have hacked and frontended
togther to become one system (harmonious or otherwise)

maybe you are just feeling growing pains =\
