There have been, and still are, two main contenders for broadband
connectivity: Singtel and StarHub.

MobileOne (M1) has only recently entered the market with their excellent
mobile broadband services. PacNet (Pacific Internet), as far as I recall,
lease their lines from StarHub but the theory is that the less congested
service is always the better one.

Now, the marketing for home broadband has always been stressed like this:

SingTel: Dedicated; Lean and Fast
StarHub: Shared; Fat and Slow
PacNet: N.A (no market impact yet)
M1: N.A (no market impact yet)

It's true that StarHub's MaxOnline home broadband service is "shared", but
when they say "fat", they really mean it. I've personally tested some
routines on both ISPs. The following is what I've noted by downloading 10
GNU/Linux CD images simultaneously:
SingTel: The speed decreases for every subsequent download added, although
the first few get their maximum practical bandwidth.
StarHub: The speed is constant for every single download, but the rates are
nowhere near the advertised speed.

There's a reason behind StarHub's limitation above. Overseas connections,
though it has improved over time, is greatly inferior. I don't know the
technical details behind this, but sometimes I feel like pulling my hair.

But at the same time, if using a download manager, MaxOnline is truely the
best. Maximum rates for each item on the list - how cool is that? Watching
the ISOs go at over 1.5MB/s each on a 12MB/s line is really worth the slower
browsing speed. But of course, that's if the server you're connecting to
allows multiple connections (and if so, how many).

In the end, my recommendation is:

StarHub MaxOnline Plus (w/ MaxMobile)
