I have been using Super Internet's ADSL service (www.super.net.sg)
for many years now and been a happy customer.  They are also able
to give up IPv6 if you want it.

I deliberately choose not to use starhub's service because of their
network architecture.  When they initially launched the service (under
the name Singapore Cable Vision), when you did a traceroute from
your home endpoint, you would see private IP#s popping up from
the traceroute as the path traversed out of StarHub.  *That* is bad
engineering.  I have not tested their network since they were called
SCV, so I could be wrong.
