TECHNICAL QUESTION:

Do people routinely tweak their TCP Receive Window Size? Looking at an extended
ping from my colocated box states-side to www.lugs.org.sg, I saw:

40190 packets transmitted, 40190 received, 0% packet loss, time 11213010ms
rtt min/avg/max/mdev = 256.754/279.038/463.851/14.192 ms

With a one-way delay of 140ms and a 10Mb/s connection, we'd need to set our
Receive Window Size at least as large as 0.140 * 10 * 10^6 / 8 = 175 KB in
order to take advantage of the full pipe. 

Does that ( http://en.wikipedia.org/wiki/Bandwidth_delay_product ) explain 
some of the observed behavior?
