Hi, I just moved apartments about 5 minutes away from my old place and I can say that Singtel was way better than starhub. It was just consistent.
With Singtel, my speeds were good and able to get over 1Mbps at times. Even when downloading many files I got consistent speed. I did have to ditch the bundled ADSL modem and wirelss as it is garbage. At my current place I am using Starhub. If no one is downloading anything it works great with surfing web pages. The minute you start downloading stuff, surfing the web is just so slow. Starhub just bogs down completely. Could be the cable modem but I can't get a replacement (I think). Got gigabit ethernet and 802.11n wireless, etc. My connection to home machines are fine but internet is practically crippled. Now I download stuff when I leave home for meetings. Once my contract is over I am back with Singtel.
