I’m a little mystified there Virginia. 🤔 It’s possible to add albums on both iOS and macOS version of Photos and it’s a very straightforward process.
Having said that, I find that, generally, naming the photos makes for much more usual organisation, but you can have both which is even better! What platform are you using for this and then I can let you know what to do?
