So will Verizon if you are willing to sign a two-year contract. If you
only want to sign up for one year, it's $80 a month.

AT&T is playing catchup as far as coverage is concerned, but I think
that they, as well as Verizon and Sprint would work for you. AT&T
doesn't make it easy to find out their pricing. I think it'd be easier
to call them and ask than to try to find it on their web site.

Sprint has some phone as modem plans that may save you money if you
need a cell phone as well. Verizon also has some phone as modem plans,
but they cost more than Sprint's. I use my phone as a modem on Verizon
and pay $80 a month for 450 minutes (I seldom use more than 200 or so
except during the nights and weekends) and up to 5 GB of data, but
what I'm doing violates their terms of service and they could cancel
my service at any time since I didn't sign up for a higher priced
phone as modem plan. On Sprint you can sign up for a lesser amount of
minutes (200 or 250, I forget which) and a phone as modem plan for
$70. You can't talk on the phone and use it at the same time,
however.

AT&T says you can do both at the same time with their HSPDA/UMTS network.
