Besides using a laptop security cables, you could take a cue from the laptop
shelf displays used at retail stores like Best Buy, Fry's, CompUSA, etc.
You know the ones that clamp down the laptop on all sides and hold the
screen in place.  Those things aren't going anywhere!

As for vandalism, the only way I know to address that on a laptop is to get
a ruggedized notebook (Panasonic has several models).  The keyboard stands
up to abuse, they are often sand and waterproof, and the screen is hard to
scratch.  But they carry about a $1000 premium.

I don't know why a laptop is required, but if you have the leeway, look into
a kiosk system.  You can use a standard PC with a vandal-resistant keyboard
and display setup for less than the cost of a rugged laptop.

Bonus tip: Check out SiteKiosk (www.sitekiosk.com) for software that will
lock down the laptop (or PC) to web access only.
