some time ago I was having kind of the same problem when I was producing an
art show that traveled through major museums. I looked into all the
different options - and at my budget and decided to simply go for a not too
expensive Laptop (got some brand new but older model Vaio) and a Kensington
lock. It worked flawless!
As it turned out the main problem wasn't people trying to steal the computer
(even the external mouse wasn't stolen) but rather setting their own
homepage or favorite p*rn page as homepage. So these settings had to be
checked at least once a day but apart from that no problem!
We built a little board for the laptop, ran the mouse cable through a hole
in the board and made a knot at one end so that the mouse couldn't just be
disconnected. The Kensington lock was secured on a steel beam.

My experience during several shows and projects has always been that people
like to take stuff that's not secured at all but if they have to mess around
with something to get it - they won't.
Get some decent but inexpensive laptop and if then something happens get a
new one! it's probably still much less expensive than a full blown kiosk
system, etc. but of course it all depends on who the client is and what the
purpose of the laptop in the lobby will be.

ps.: do NOT forget to train someone to set the homepage, desktop picture,
etc. as that can become quite embarrassing otherwise!
