The thousands separator is legally defined as a blank space.
The decimal separator is legally defined as a comma.

I've forgotten whether the anti-terrorism part was a rider, or not.
The effect of that, was to give violations a penalty that was far more
severe than originally intended. [20 years, rather than the intended
fine.]
That error was rectified, by nullifying that entire bill, and issueing
a new, stricter, anti-terrorist law, with the rest being issued as a
regulation, not a law.
As a regulation, it isn't enforced, but it still is legally in effect..
