I think you really mean 'router' as in a system that routes traffic
between a local ethernet segment and the cellular IP network.  If so,
this thread already answered - yes.  Not many PCI models seem to do
2G/3G, but if you went the PCMCIA/Cardbus route with an appropriate
PCI adapter, there's no reason you couldn't.  Reference the Linksys
WRT54G3G for a much less capable example of what you could do with the
5501 or even 4801.

If you really mean what you say, as in doing the signal processing and
cellular/IP stack in software on the Soekris, I can't say - I've not
done it.  There are projects like GNU Radio and various other Software
Defined Radio (SDR) groups that you could exercise to do that, but I
bet you'll start running into frequency regulations long before you
find that the signalling specifications are either hideously expensive
or downright impossible to acquire.  It's also unclear what the
processing requirements would be, since most of that seems to be done
in hardware DSP on generally available modems.  Possible, but (IMO)
only reasonable for a hobbyist with radio experience and a vested
interest (i.e. time and support are second to scratching a technical
itch).
