Do you mean a software solution with just a little RF hardware?

That is a nice idea but unfortunately there aren't any open-source
GSM/GPRS protocol stacks available. Even projects like Openmoko use
black-box GSM modules and don't run a GSM protocol stack on the
main processor.

The main reasons are the very high costs for a GSM protocol stack
which are starting with about 1.000.000 EUR/$, and the type approval
for the finished solution. You have to keep in mind that GSM doesn't
operate in the free ISM frequency ranges (e.g. 433MHz, 868MHz, 2,4GHz)
like W-LAN or Bluetooth; depending on the country it can be a felony
to use non-ISM RF equipment without type approval.

Unfortunately also the needed equipment (protocol tester etc.) to
prepare a product for GSM type approval is extraordinary expensive.
You can either buy it (200k$ to 5M$) or rent it (up to 1k$ PER HOUR!).

Although I might sound a little pessimistic, I would be really happy
if someone started an open-source GSM/GPRS/UMTS project, and I would
be happy if I could participate in it!
