Daniel's logic is impeccable, and I can now say which of the two options
Daniel cited actually was the case.

First I tried booting the 16gb stick on another machine. Booted ok. The 8
gb stick did not. Then I took another 8gb stick, reformatted it to FAT32,
ran syslinux, and copied files. Booted fine. I then took the original 8 gb
stick, exactly repeated the same process. Did not boot. (Could have sworn I
tried this before, but apparently not.)

The conclusion of this monumental research is, therefore: the original 8gb
stick was (or at least, is now) broken!

Not the biggest problem in the world, but now solved! And at least from
this anecdotal evidence, Sandisk Cruzer Fit 8gb and 16gb usb drives work
fine with Soekris net6501. My one remaining complaint about the sticks is
that they are so small I can't label them. I have resorted to marking them
with dots using a black Sharpie.

I will repurpose the defective stick as non-booting storage. Waste not want
not!
