As far as collaboration for the germ of an idea ... I have been looking at all kinds of on-line collaboration methods, and stumbled upon this: http://www.slickremix.com/product/design-approval-system/
looks like an open source web page design that allows collaboration between designer and client. It runs on Wordpress. Should be fairly simple to adapt for our needs.
