Fair enough, but just to be clear, the format that's being used by this option 
is a format for passing FQDNs, not a format for passing labels.   So the 
resolver is not supposed to use a search list at all when interpreting options 
in this format.   That is what the zero-length label at the end is supposed to 
mean.
