t'Llhweiir actually smiled. "My budget is not really an issue," she
replied. "Intel operational budgets are notoriously large--a condition
that persists in many governmental bureaucracies. Transferring expenses
from Special Ops would not be *that* significant in view of our total
budget.
"However, I agree with you about the duplication of tasks. Moreover,
while our teams have functioned efficiently, I have concerns about the
lack of clarity of chain-of-command."
With a calm that was no longer pretense, she picked up her glass of juice
and took a sip. Then, after setting it down again, she continued.
"Draw up a general proposal with guidelines for a transition. Once I
receive it, I will direct my staff to meet with yours and work out
specifics, including a timeline for implementation."
