"I also wanted to inform you of an iniative that I am pushing, a reorganization
of Starfleet Command. Specifically the chain of command. It involves spearating some
divisions into their own units and combining others. I am sorry to say that I can not
give you more details at this time, but it is my intention to involve SF Command to
develop those details. My intention is to use the discussion over the plan to build
some trust and to build a solid command team. Once Starfleet Command has some of the
kinks worked out, I plan on bringing it to you. It odes not really matter if the plan
succeeds or fails, it is the team building and trust earning that is the important
issue. Once a team is built, and they trust each other, then the real work of
reorganization and reform can commence.
