yelled another officer that Kitanys recognized as the Adjudent for the
Second Fleet.
She glared at the officer. "Therrre will be no disrrrespect in this
rrroom!" she barked. "We arrre Starrrfleet officerrrs. If we cannot act like
it, we can't expect otherrrs to do so eitherrr."
"Easy for you, Admiral. It was not your command that was trashed so
that Admiral Ego could pump himself up. Admiral Kettering systematically
robbed second fleet of it's best and brightest, and gave us his left overs.
Ask the folks over at Third fleet or at Fifth Fleet what he did for them.
Thanks to Admiral Kettering and his chief lackey Tyrus over there, it will
take 18 months at best to get Second, Third, or Fifth fleets back to
fighting shape. He did it dilibrately.
"What to do with the deadwood is a prrroblem we all face," she said, addressing the
crowd. We can't forrrce people out of the fleet just because they arrren't good
worrrkerrs, but we don't want them in ourrr commands. Shifting them to otherrr
commands only rrredistrributes the overrrall prrroblem. It's something I'm facing as

that wants to imprrrove has the same issue. At SpecOps, we'rrre worrrking on
developing intensive trrraining courrrses
designed to motivate and rrre-enerrgize those that have potential, but just got lazy
orrr apathetic. But therrre's still a larrrge perrrcent that won't rrrespond to these
methods. I'm worrrking with a defense budget analyst and accounting staff to see how
many we can grrrant earrrly
rrretirrement to. If anyone else has a suggestion as to what to do with the ones we
can't pay forrr orrr who don't qualify forrr earrrly rrretirrement, I think everrryone
herrre would like to hearrr it." She wanted Kettering on her side, and she was
offering him a chance to take a step closer. It was a very public way to form an
alliance, but with this group, it might
be the only way. They would mistrust secret meetings and
sudden agreements. But it wasn't easy - she was concetrating hard on keeping her tail
still.
Kettering, for his part, saw what was happening. Kitanya was positioning herself as
an alternative. A *reasonable* alternative. He also made note of the comments from
the peanut gallery. Kettering was not about to conceed leadership to the new comer,
but he could not let her statement go unanswered either.
"The lax and lazy must be dealt with, but retirement is not necessarily the answer.
We would be rewarding those that are doing nothing. However, early retirement being
part, a small part, of an overall plan could work. Intensive training for others, and
for the rest... Simply do not allow them to sign up for another tour. That way they
are out and poor performance is not rewarded." Kettering offered.
Second Fleet's Adjudent added, "You can start by taking back some of your dead wood,
Admiral. Give those you robbed something to help their efforts to rebuild and
rejuvenate(sp) their own commands."
Second Fleet's statements were welcomed by a fair sized group in the assembled.
