> >"The lax and lazy must be dealt with, but retirement is not necessarily
the answer. We would be rewarding those that are doing nothing. However,
early retirement being part, a small part, of an overall plan could work.
Intensive training for others, and for the rest... Simply do not allow
them
to sign up for another tour. That way they are out and poor performance
is
not rewarded." Kettering offered.

>Second Fleet's Adjudent added, "You can start by taking back some of your
dead wood, Admiral. Give those you robbed something to help their efforts
to rebuild and rejuvenate(sp) their own commands."

>Second Fleet's statements were welcomed by a fair sized group in the
assembled.

"What we need," said Kitanya, "is cooperrration and teamworrrk. As I said
beforrre, *all* of us have perrrsonnel prrroblems. If individual
commanderrrs exchange theirrr poorrr perrrforrmerrs forrr otherrr's
talent,
all we have is a rrredistrrribution of garrrbage. We have got to starrrt
thinking like a grrroup, to build coalitions, to build interrr-command
worrrking grrroups that identify poorrr perrrforrmerrs and worrrk
togetherrr to rrretrrain orrr get them out of the fleet. We cannot go
about this as indivisuals. We must do this togetherrr orrr not at all.
Second Fleet, you'rrre thinking about ways rrright now to get rrrid of the
people Admirrral Ketterrring sent to you. But who arrre you going to give
them to? Sixth Fleet? What arrre they supposed to do with them? And
wherrre is Explorrration Command supposed to get new talent?" She paused,
shaking her head. "This individualism has got to stop. I prrropose that
we orrrganize an interrr-command worrking grrroup rrright now, tonight.
The memberrrs of that grrroup should agrrree to identify prrroblem
perrrsonnel within theirrr commands, and then to prrresent the grrroup
with
a rrreporrt as to who can be saved and who is just wasting space. The
memberrrs should also agrrree that no trrransferrs will be made in
orrrderr
to deal with these people in whateverrr mannerrr is apprrroprriate without
placing undue burrrdens on otherrr commands. Many of these people can be
rrretrrrained, and we should come up with trrraining courrrses to get the
waywarrrd ones back on trrrack. But forrr those who arre too farrr gone
to
be saved, we need to develop, *togetherrr*, plans to eliminate them frrrom
the fleet, even if it involves going to the Secrrretarry of Starrrfleet
forrr new rrregulations that allow us to rrremove people fasterrr forrr
poorrr perrrforrrmance." She looked around her. "You wanted a plan of
action - herrre's mine." She left it on the table, an open
invitation.

The room errupted into what would best described as a roar. For a "secretive group"
they made plenty of noice. Good thing for Kitanya that she had feline hearing. She
was able to isolate some of the noise just enough to let her know that most of the
crowd was picking apart her plan. Indicating that buy in for her plan was pretty much
already there, there was just a few details that needed to be worked out. That is
*if* they could talk and work together.

Kettering was back in his seat, and he was not happy. Not happy and showing it. His
thunder was stolen, and he would try to regain it.

He sent one of his foot soldiers to bat... his Tellerite Rear Admiral.

"What about Lasiter, and his ineffective ways? What about the deadwood in Starfleet
Command? They are about as impotent as they come, and the CinC leads the pack in
limpness." the pig said loudly to regain the floor.

Kettering just laughed quietly. Tyrus was still a bit concerned. His meeting with
his brother was still on his mind....
