The memberrrs of that grrroup should agrrree to identify prrroblem
perrrsonnel within theirrr commands, and then to prrresent the grrroup with
a rrreporrt as to who can be saved and who is just wasting space.  The
memberrrs should also agrrree that no trrransferrs will be made in orrrderr
to deal with these people in whateverrr mannerrr is apprrroprriate without
placing undue burrrdens on otherrr commands.  Many of these people can be
rrretrrrained, and we should come up with trrraining courrrses to get the
waywarrrd ones back on trrrack.  But forrr those who arre too farrr gone to
be saved, we need to develop, *togetherrr*, plans to eliminate them frrrom
the fleet, even if it involves going to the Secrrretarry of Starrrfleet
forrr new rrregulations that allow us to rrremove people fasterrr forrr
poorrr perrrforrrmance."  She looked around her.  "You wanted a plan of
action - herrre's mine."  She left it on the table, an open invitation.
