This communication comes into the diplomatic offices of the Federation.  In true diplomatic form, it's long-winded... but it gets it point across...

Re: Status of Venasian T'remea

This communication is to update you on the status of the assignment of a T'remea to act as a representative of the Venasian people to the United Federation of Planets in all matters concerning diplomatic and intercultural relations.   The Venasian government has recently assigned a T'remea to fill the position, and will take office at the Venasian Embassy on Earth imminently.   All necessary paperwork is enclosed.

Attached to the communication are all the usual courtesies - copies of the diplomatic assignment files,  a biography of the new T'remea, and a list of all staff who would accompany the new T'remea, as well as a list of present staff who would be recalled from Earth.  It appeared the T'remea intended to replace almost all the staff on Earth. 
 
Also enclosed was request for escort of the T'remea's transport convoy.  Since the Ambassador could technically cross borders flying under a flag of diplomatic truce, the request seemed almost a polite courtesy... or the recognition of the threat of Federation ships firing on Venasian vessels.
 
 
A short while later a response came back through official diplomatic channels.  The Ambassadoral transport was granted permission to enter Federation space along with a single escort.  They were also advised of the new security protocols for "diplomatic" staff boarding Spacedock.
