Bedru found the report disturbing.  What kind of "natural" disaster destroys
the
sentient lifeforms of a planet, apparently leaving the nonsentient life pretty
much unharmed, and completely disappeared within less than an eyeblink on the
time scale?  

That the Federation was willing, no eager, to move the Venasians onto that
planet after a single survey that did not answer that question was even more
disturbing.

Bedru began noting questions that she would ask Lasiter's rep.  She then
contacted Staek.  "Staek, I need everything we have on (planet name).  Go
beyond the last standard Federation survey report.  I also want the survey
reports made by the Vulcans 211 standard years ago."

"Certainly, Admiral.  LCMR Sorensen has set up an appointment to meet with you.  He 
will be here in roughly one hour.", answered the Vulcan.

Moments later, the report from the first survey came in.  

Planet: Dultar V

Biological profile: Inhabited by a reptillian species, numbering 9.93 million.  The 
dominant reptillian species are sentient, possessing a moderate intellect based upon 
analysis of crude broadcast technology.  The current stage of development has been 
assessed to be industrial, and as such produce a wide range of pollutants....

The report continued, and read not all that different from what earth was like in the 
early 1900's.
