there is a high concentration of Lapizine, I see a Venasian presence on the
survey team as essential," Bedru replied.  "Accomplishing this needs to be
given a high priority."

"The CinC would agree with you, Admiral, however that is not something that Starfleet 
can control.  That is up to the Diplomatic Council.  I am sure that the Venasians 
would be included if they had a representative on the council.  Since Ambassador 
D'amondra was recalled, and her replacement has not yet arrived, the Venasian seat at 
the Council has been vacant."

"Also, I would like to know upon what they based their insistence that Lapizine
is present on the planet."

"Our representative on the Council reported that the Venasians commissioned an 
independant survey of the planet.  I have not yet had the oppertunity to review their 
report.  However, I have conferred with the Captain of the survey ship, and he was 
rather insistant that Lapizine does not exist on the planet in the levels reported by 
the Venasians."
