t'Llhweiir made note to coordinate this with the head of Fleet Operations.  She
wanted to be sure that if the Second Fleet CO whined, he could not legitimately
do so based on insufficient staffing.  "Noted," she replied succinctly.
 
"I expect that 6 ships that you will be sending will not be enough to satisify him, or 
his problems.  Let him know that it is but the initial installment.  Let him and his 
staff know Starfleet Command has not been ignoring him or his needs.  However, he must 
devise a plan to improve the state of his command, or the next installment of 
personnel and material will be to a new commander of Second Fleet.  I will not accept 
a summary report that touches on the top few issues that Second has.  I expect nothing 
less than plan that addresses all of the major aspects of his command, including, but 
not limited to, personnel needs, training issues, officer development, prepardness, 
starship refits, etc.  He has been complaining for 3 years, and he had better have 
done more than complain in that time.  If he has, he's out.  The same goes for all 
Starfleet Commands.  Starfleet Command will break their backs to get them what they 
need, but they had better put it to the best use possible."  He was not hiding his 
frustration, but it was balanced.  This course he was taking was not planned out of 
emotion distress, and gave the impression that he had been planning on this for some 
time.   The biggest part of that impression was that he was taking time off to relax, 
greive, and recover before he would consider the report from Second Fleet.
