"I believe that the mission would do best to proceed with a team that
is broken up into smaller groups.  This way, the investigation can
proceed more quickly and the people doing the investigating can be
more subtle about what they're looking for.  Too big a group doing
investigating in the same place tends to stand out.  But at the same
time, the teams have to be large enough to have backup in case it's
needed.  And I believe it is important for everyone to start off
on the same footing.  I was considering having the starting point for the
