Steven paused to consider what he was about to say.
It would likely mean the difference between possibly offending
the Admiral and figuring out exactly where he stood with
his new assignment.

"Admiral, I don't want to step on any toes here, but I'm very
new to this section, so I don't know any office or section politics
that may have developed over time.  What I would like to know
is if I'm possibly being used as fodder for one section or department
to annoy another.  If so, I need to know which side I'm on and who
might possibly get pissed off and try to impede my progress on this
mission or try to misdirect me entirely."

He took a deep breath and braced himself for any possible explosion.
