V'nquera - Theran's - eyes swirled gold.  "I'll speak plainly," he said, not
that he hadn't already,  "A'amon is tightening his grip on the Venasian
people, and the VLF does not have the resources available to maintain its
current level of activity.  He has put some considerable forces into
eradicating our ships and safehouses, and we are slowly losing ground to
him.  We need assistance, else the channels will close and we will lose all
hope of ousting the General and reinstating the Council.  We are willing
trade services, of course.  We still do have some resources available to us,
of course, especially a very extensive intelligence network."

Garibaldi wanted to help, so he did.

  "As you can imagine, the Federation can not officially help you in any way.  
However, unofficially, we can and will help.  Starfleet has a few old outposts that 
may suit your needs.  We still maintain them, just in case we need them, but currently 
we don't.  I can see to it that you and your people have access to them.  They are 
spartan, but they can provide quiet shelter where you can regroup, hide, whatever.  
Then there is Dultar..."

Garibaldi mentioned the proposed new home for the Venasians for two reasons.  First 
was to see just what reaction 'Theran' would have, and second, to personally convey 
the offer that Admiral Lasiter had made already.  That Venasian refugees, pilgrams, 
whatever, may use the planet to colonize until the Venasian government can formally 
accept it.  It would provide a good base, especially with the Federation and the 
Diplomatic Council members willing to defend it...
