>"I will have my Assistant start gathering appropriate clearances so we can
>decide on who to use. We'll use the Civilians on the Transporter project
>only."

>The Rigelan added, "I think you can do better than that, Admiral.
>Civilians can handle more than that. Afterall it was your Dr. Oppenheimer,
>a civilian, that worked on the atomic bomb in the 1940's."

>Lorin smiled-this was a nice offer, "Sounds good to me Ambassador....we
will
>now have the manpower resources, but to pay them?"

>More Terran interest...

>"Don't be so happy Admiral. My esteemed colleague from Rigel IV would like
nothing better than to >put most of Starfleet's R&D dollar in the hands of
civilian contractors and research institutions, and he >is not the only one.
Be careful for what you ask for, Admiral. You may just get it.", he said
with a >disconcerting smile about his face.

"I will not do that sir. I will use Civilian folks only to supplement what
you authorize for me."

"And if you are not careful, that may be just what is authorized.", responded
the terran.

"I object to the characterization that the Terran Ambassador has made. I
formally protest to the Chair of this committee.", announced the rather
indignent Rigellan.

The Terran rolled his eyes. It was clear that there was not love lost between
the Ambassadors from Rigel and Terra.

"My apologies if I have offended you, Ambassador. However, I do believe that
my comment was not inaccurate.", answered a condesending Terran.

"Ambassador.....", answered the exasporated Rigellan...
