"The combination of the projects we discussed in-depth earlier have to take
priority as they are so close to a breakthrough. I will standardize the
levels on all remaining projects so they are equal. As projects come close
to a breakthrough, I can reassign staff to reach that point as the need
occurs but I plan to keep staffing levels equal to offer greater amounts of
progress on each project. As I said it is my intention to use the skills of
some our Senior Engineering people to assist in non-classified research
whenever possible."
 
"Have you considered bringing civilians into the research, Admiral.  As I am sure you know, many of the Federation worlds have major assembly and research facilities that might be able to assist in some of these project.  My home planet of Tellar alone is just one example.  We have more than a 150 members in the Federation.  I am sure that we are not the only one."  It was clear that he thought his was one that could best benefit ... er ... be of greater assistance to such projects.
