"I object to the characterization that the Terran Ambassador has made.  I formally protest to the Chair of this committee.", announced the rather indignent Rigellan.

The Terran rolled his eyes.  It was clear that there was not love lost between the Ambassadors from Rigel and Terra.

"My apologies if I have offended you, Ambassador.  However, I do believe that my comment was not inaccurate.", answered a condescending Terran.

"Ambassador.....", answered the exasperated Rigellan...

Sharez banged the gavel.  "Gentlebeings, may I please have some order.  I believe we are all here to ask questions of Admiral Renaud.  Since we know he has a busy schedule, perhaps we could focus a bit on that task."  Sharez then turned back to the Admiral.  Since this type of facility could a be a boon to the communities in which they are placed, I am assuming those worlds would be willing to help with funding for facilities and personnel.  That should help with controlling graft."  He glanced toward the human and Rigelian as he made his point.
