Yes, you could put up a "No soliciting" sign. But how many will respect it? Some maybe, but not all. Bouncing spam via whitelists or blacklists is still nothing more than an automated form of JHD. The traffic is still tying up your mailserver and clogging up the bandwidth on the connection(s) leading to it. More bandwidth = more ISP infrastructure, more infrastructure = more expense for the ISP, more expense = higher prices for consumers.
