There are other problems - Delivery Status Notifications break badly, 
transport and storage costs go up, and obstacles are put in place to 
prevent solicited communications being effective. We identified other 
problems in our NOIE submission earlier this year at 
<http://www.noie.gov.au/Projects/consumer/Spam/Interim_Report/CAUBE_Sub.pdf> 
on page 19.

There's also a table on page 22 that summarises the advantages and 
drawbacks of various approaches to spam, including white listing.
