        If the only solutions considered are technical in nature
        (blacklisting or whitelisting), then I'd have to say that you're 
        entirely right.

        This is why we need social/political solutions, such as
        intellegently crafted legislation.  If we cut out even 50% of 
        the current spam load with a good law, our technical methods
        should be able to handle most of what's left.
