Ah, pity. Hmm, my only other suggestion is to try running msconvert within a cmd.exe window to see if running it there yields any different behavior than through the GUI. If it works on the command line, then it seems it must be an issue with the account that runs the Apache service. If it doesn’t work on the command line, then you probably need to keep fiddling with the regional settings until it works.

Then you can log out and log back in as your username and things will work. The reality is that when you launch any job through the web graphical user interface, it runs as the web server account (usually Administrator but not always), not under your account.
