Leon,
I got that on a fresh install as well. There is a KB article on some
things to try.
Some other arcane things to try that might help is to:
+ restart the machine
+ add and remove the security context and user directories by hand
+ make sure services are on, restart them even
+ make sure Advanced security is turn on in CF admin, heck toggle them
on and off
+ turn on debugging from inside of the smconsole.exe which is in the
cfusion\bin\ directory and look at the error logs for any helpful
information (rare)
+ burn incense, chant secret incantations, and perform a sacrificial
ritual in the hope that the site minder spirits are appeased
