Leon,
I got that on a fresh install as well. There is a KB article on some
things to try.
Some other arcane things to try that might help is to:
1. restart the machine
2. add and remove the security context and user directories by hand
3. make sure services are on, restart them even
4. make sure Advanced security is turn on in CF admin, heck toggle them
on and off
5. turn on debugging from inside of the smconsole.exe which is in the
cfusion\bin\
directory and look at the error logs for any helpful information (rare)
6. burn incense, chant secret incantations, and perform a sacrificial
ritual in the hope that the site minder spirits are appeased
