The VPI and VCI numbers for the UK (any ISP) are 0.38
It sounds to me that your problem is in nameserver resolution.
Try (as root)
mv /etc/resolv.conf /etc/resolv.old.conf
ln -s ppp/resolv.conf /etc/resolv.conf
