You are wrong at this point. PPPoA is RFC2364. RFC1483/2684 can't be PPPoA
but could be one of:
- PPPoE (RFC2516)
- bridged ethernet (using br2684 under linux. PPPoE is mostly one of the
flavor of bridged ethernet, another solution could be dhcp wich does not
need a login/password)
- routed IP (using atmarp/atmarpd under linux), this does not need a
login/password too.

As you don't have a login/password, you probably don't use a solution based
on PPP.
You probably need to set one of bridged ethernet or routed IP. Look at your
configuration under Windows to know wich one need to be used.
Beware that dhcp could be used  from Windows over routed IP but that  under
linux atmarp/atmarpd does not allow that. You would have to use a static IP
and define by yourself gateway IP.
