A project we had a few years ago entailed sprinkling below a deck at a
local Sports Bar.  The construction was pressure treated wood, ranging
from 2ft to about 4.5ft above asphalt pavement.  The local Fire Marshal
required the sprinklers below because he said that there could be trash
accumulation below the deck and people smoking on the deck who could
drop a cigarette through the deck igniting the trash.

But for a school, what is the purpose of the deck and what are the
physical arrangement of it, i.e.: how high off the ground, if elevated
is there any traffic passing under it or could it be used for storage of
things like lawn equipment or such?

For now, I'd like to make this a general question, that could apply to
any similar building. No storage. No overhangs. The building is one
story, with a crawlspace. The area below the crawlspace (which is the
rest of the
underneath) is open to the outdoors, and open to the area under the
deck.
For now disregard this area. Say this building is on grade and only the
deck is on piles. Similar to a deck in a typical house. No storage below
the deck. Would that space have to be sprinklered? Any code to justify
the answer?

In your reply, you say "we sprinklered that". Is "that" the overhangs or
the space below the deck, or both.

What is under the deck? Any storage or other use? If the school is on
pilings, what about the rest of the "underneath"? I had a similar
situation, but with a building overhang and we sprinklered that; I would
assume this would need to be also.
