You need to know how the facility was classified as far as Occupancy. Depending on what kind of facility it is, it could be a Class I-1 or R-4 and depending on the construction type and other factors, it could even be a standard NFPA 13 system. But I wouldn't agree to it being a 13D, that is specifically titled for ONE AND TWO FAMILY DWELLINGS. What you've described doesn't fit that definition, more likely 13R but I wouldn't design it using 13D.
