Well, not that we're a model of proper codes by any measure, but in PA we
have done, at the direction of owner and (written) permission of local AHJ,
Group Homes as 13D. However, they were what looked like standard single
family homes, only issue was unrelated occupants. What you have is not
larger than a large McMansion, so it may well be that the govt is accepting
13D designs for these. Before you bounce, why don't you ask the AHJ if he's
ok with it. If he doesn't know (and evidently, he sent it to you) then ask
him who would have the say within the Province A or National A level. 

Sometimes things aren't the ducks they appear to be.

Thanks for reply's.We were reviewing a design a contractor did at the
direction of the AHJ. The system was designed to 13D using our Rehau Firepex
product (a multipurpose system).We did not think that it was correct. I was
looking for some guidance from forum members "thanks" before we told the
contractor we do not recommend using our product Firepex on this project.
