whether or not 13D is used in a townhouse is currently allowed by the
building code depending on HOW you define townhouse. Starting with
the IRC, townhouse is 3 or more dwelling units within a building (all
on one plot of land) with each dwelling unit going from slab to the
roof. This only requires fire partitions between the units. It can
NOT apply a 13D system but can use 13R. A townhouse that is an
individual unit on one plot of lane and the adjacent unit butts up to
it with zero clearance, ie a common wall required to be a fire wall
(will remain standing if the building on either side collapses) can
apply a 13D system. It makes more sense to refer to the latter as a
rowhouse.
The NFPA 13D committee addressed a proposal on just this issue. The
official ballot is not yet out plus it is just the ROP stage and I
certainly expect "some" refinement at the ROC stage.
The first defined type is built under the IRC and the second under
the IBC.
