Greg Rogers, a Fire Marshal hereabouts, made a comment to me the other
day. He said that in some cases a jurisdiction might have some good
reason to require a higher standard of care than 13D provides. In my
opinion storage in the attic (non-living space) of a true townhouse
would not be such a case but others I'm sure will disagree. Greg's
point was that instead of tacking property protection requirements
onto a life safety system, the purpose of which is to get sprinklers
into the living areas of SFDs economically, jurisdictions should
require instead require full 13 systems for their special applications
and then reduce the requirements (presumably by statute) as
appropriate. So if this attic situation is a true problem then it's a
property protection issue rather than life safety one. Require 13  but
delete garages, crawlspaces, etc. and reduce density to .05. If
parking seaplanes in garages is a problem (a real life scenario) then
require sprinklers per 13 in the garage and maybe increase the density
but allow omission in attics and other non-occupied areas. In short,
quit trying to make 13D a property protection standard and accept it
for its intent.
