Todd,
        A few years back we had Tyco run a mock up of exactly what you are
describing for a 13R system and it failed the test. It was not able to
extinguish a fire on the counter top. I have the video on VHS. You can
contact me off forum if you want some more info. I know your job is 13D but
I thought I would share.

I read through the commentary in the handbook for the 2007 edition of 
13D regarding the obstruction created by cabinets. That said the 
concern was items being stored on top of the cabinets obstructing 
discharge - a legitimate concern. If the top of the cabinet was not 
flat and had a slope so that items could not be stored, would that 
accomplish the same thing as the 3 ft elevation difference? My 
original concern in this question was the obstruction of that wall 
wash part of the discharge from protecting the counter area.
