IBC 903.3.1.3 permits 13D systems in one- and two-family dwellings.  The
definition of a dwelling (IBC page 14) is a building that contains one
or two dwelling units.  Unless you have a building separation wall in
there somewhere it looks like the 13D approach would be prohibited by
2006 IBC.  I don't think the floor would count as this separation.  13R
systems are installed in "buildings of Group R".  You seem to be dealing
with a building of Group R with four dwelling units, not a dwelling with
a maximum of two dwelling units.  Therefore R not D.

Just my reading, others may differ.

What does the IBC say? If there were townhouses (not since units 
divided per floor), then a 13D could be used with minimal rated 
separation per the IRC. The code drives the allowed type of system, 
not how small you make each individual system. Make sure the tamper 
switches are electrically monitored so it is known when one of the 
risers in the middle of the building is shut-down.
