How did he get away with it? You, the AHJ, the code officials, the insurance
underwriter, the GC and developer all let him! But has he really "Gotten
away with anything?" If you use this as an educate the AHj/GC opportunity,
maybe this can be one of those life changing experiences for them. I would
also at that time suggest they contact their insurance underwriters to see
if they have any liability issues for all those "Phase I" residences. (Who
knows? Maybe you'll be retrofitting them as your next project.)

It's all over the cover sheet "R-2 occupancy" and specifically states "NFPA
#13R" for the design criteria so I don't know how the original FP contractor
could get away with something different.
