As a follow up, This is the first time anyone has ever questioned us not
having sprinklers in a small utility type structure not connected to the
building.  It's more like a big Gazebo, just for dropping off people.

Yes, I have.  If it were attached, as is usually the case there would be no
question, we would provide sprinklers as a continuation of the building.
This one is 6' from the building not attached.

See NFPA 13 (2002) section 8.14.7, especially handbook commentary.
However, local building code may trump this and you will need to
check them.
