Ron, I think I am going to disagree with some of your statements. Section 6.7.2.1 tells me what I need to refer to 13 for. That would be design discharge, # of design sprinklers, sprinkler coverage, and position of sprinklers. These are the only things I should be looking back in to 13 for.

The chute requirement is in addition to the requirements of 13R wherever 13R allowed. This is the same as the requirement for protecting the decks even though they are outside of the building and therefore outside the scope of 13 (except where required and then that's to 13). And I'd say the chute needs to meet 13 since it is out of the occupied space. Rationale would be that because 13R is for life safety only (as demonstrated by the exemption of all non-occupied spaces) and the chute is an unoccupied space that must be protected you then need to fall back to the non-occupied but required space clause in 13R that requires designing such areas to 13.
