Chris, John, and Matt, I think my error stems from treating IBC Section 903.3.1.2 as an exception. In the same "Where required" section of the IBC....it tells me that I need to follow 903.3. This is where the 13R "exception" is allowed if the building meets the qualifications.
Although, when you add in the Chapter 7 stuff....it does indicate (as you'ins pointed out) that the IBC folks want sprinklers in the chutes no matter what. Just didn't sit right with me, but I see all of your points and wouldn't dream of arguing with a PE or an AHJ. And especially not with a fellow contractor. :) Thanks for your input fellas. John: Are you talking about elevators/elevator machine rooms for storage or just concealed spaces in general? When I lived at home, we had crawl space under the floor with groundhogs in it. Would that be considered used for living space? Even without furniture? I do not believe they stored anything there. That was out in the barn.
